  • CPSS was founded to support small and midsized emergency response agencies seeking to strengthen operations, improve service quality, and build sustainable teams. At its core, CPSS is driven by a commitment to operational excellence, leadership development, and retaining personnel who are genuinely passionate about emergency services and community trust.

    The firm’s founder and lead consultant, Anthony Lara, brings a rare dual-discipline background in both Emergency Medical Services and Law Enforcement. He has more than 12 years of EMS experience, including administrative and supervisory roles, along with over five years of law enforcement patrol and leadership experience.

    Anthony began his career as a volunteer EMT-B with Sedgwick County EMS in Wichita, Kansas, later advancing to a full-time paramedic role. There, he worked in a high-volume system, responding to complex and high-acuity calls on a daily basis. He subsequently joined the Wichita Police Department while continuing to serve part-time with Sedgwick County EMS, maintaining active involvement in both professions.

    Anthony later relocated to Colorado, where he joined the Manitou Springs Police Department and quickly advanced into a patrol supervisor role. While serving as a police officer, he remained active in EMS by joining the Manitou Springs Volunteer Fire Department, further expanding his operational and leadership experience across disciplines.

    As his career progressed, Anthony completed numerous leadership and advanced training programs, including certified detective coursework, while continuing to build expertise in volunteer fire services, police operations, and EMS systems.

    When the Manitou Springs Fire Department launched its Ambulance Program, Anthony was selected to help design and implement the operational and administrative framework for the department’s newly established EMS transport division. He continues to serve as an active paramedic and fire department member, leading the ambulance operations program.

    Anthony’s work is grounded in a passion for operational efficiency, accountability, and high-quality service delivery. Through CPSS, he partners with agencies seeking meaningful reform—helping them improve performance, strengthen leadership, and deliver exceptional service to the communities they serve.
